The National Institute for Modern Ideology Development (NIRSI) has been established as a Party Think Tank intended to ensure high-quality work of the United Russia faction in the State Duma of the Russian Federation.

Philosophy and Principles of Work

Only a society with developed civil responsibility may be a country with developed state. NIRSI, while not being a direct public politics player, acts as an instrument of information and analytical support of decision making regarding key problems and development of creative political solutions.

Objectives of NIRSI

To search for and promote innovative ideas into real politics.
To organize fruitful interaction of public, administrative, social, business, party, political and expert systems at the federal and regional levels.
To enhance the leading role of the United Russia by means of creation of up-to-date ideology.

Tasks of NIRSI

To identify the system of burning problems of Russian society differentiated on a territorial basis.
To develop system decisions and scenarios for the United Russia in accordance with preference and expectations of the electorate.
To develop a system of implementation and adaptation of ideologemes, meanings, interpretations, scenarios and other creative solutions.
To ensure the ideological support for election campaigns of the United Russia.
To create and expert system for political situation estimate and forecast.
To assist in organization of the united political party information and semantic space.
To modernize technologies for the widespread of the sovereign democracy idea and communication of its understandable images to the mass consciousness.

Basic Principles of Activities of NIRSI

The Institute works not with the mass consciousness, but with the communicative process in the country, supporting a special sphere – the public politics.
The Institute produces thoughts and ideas not in the form of analytical documents or abstract theorizing, but in the form of consultation texts. Its method is not analysis, but consultation, where the fundamental nature of developments is always expressed in an applied manner. The results of works should be operationalized and able to be translated into specific practical recommendations.
As a Party Think Tank, the Institute acts on the base of full cycle: from practice – to a research task, from research and analysis – to development of decisions and implementation thereof in the Party policy.

We see that it is necessary to accomplish, first and foremost, the task of forming the efficient ideology in accordance with the objectives of ensuring the unity and future development of the country basing on the actual state of the society, its needs and requirements. It will assist in forming the public opinion regarding the political superiority of the Party and play significant role in stabilization of the social situation, which is one the key conditions of the country development and its decent position in the world.
